Final designs and written copy make a very different project from a blank page. Most delays come from content arriving late, so say what exists today.
A rough page list is enough. For connections, name the actual provider (a CRM, payment service or listing feed) so the work can be checked before it is quoted.
A range is not a commitment. It helps the developer suggest what fits, and what to leave for a second phase, instead of pricing a wish list.

Two briefs with the same page count can take very different amounts of work, depending on design, content, integrations and review rounds. The website cost calculator gives a planning range with stated assumptions. A quote still needs someone to read your brief and ask about the open questions.
Fill in what you know. Unanswered items appear as open questions in the brief, which is still useful: it shows a developer exactly what needs discussing in a first call.
